Outpainting invents the world beyond an image's edges. Done badly it produces repeating textures and broken perspective; done well it feels like the camera simply pulled back.
Conditioning new regions on the existing geometry and light keeps the extension believable, which is what makes reframing for different aspect ratios practical.
